Was war zu erst da? Das Programm oder die Programmiersprache?

eine Sache verstehe ich nicht. Man braucht ein Programm, um eine Programmierersprache zu entwickeln. Mit einer Programmiersprache schreibt man doch ein Programm. Was war jetzt zu erst da, das Programm oder die Programmiersprache? Kann man ohne eine Programmiersprache überhaupt einen Programm schreiben? Irgendwie erinnert mich das an die Frage "Was war zu erst da, das Huhn oder das Ei?"
